Abstract

The notion of public was placed back to the agenda by Jürgen Habermas and has generated multiple researches about public space and public opinion. In this article I discuss the concept of public arena and the creation of a pragmatic perspective that differs from researches in political science about institutional change, evolutionary learning and the development of public policies.
