PROTOCOLO EVALUADOR PARA EL MANEJO DE DESECHOS Y la SEGURIDAD OCUPACIONAL APLICADO AL LABORATORIO CLÍNICO DEL HOSPITAL SAN FRANCISCO DE ASÍS DE GRECIA

Abstract

The present investigation responds to the need of generating tools for evaluating the environmental and occupational health conditions in an institution. A model of evaluation based on European Union techniques was applied. Utilizing this evaluation, the state of the Clinical Laboratory of the Hospital San Francisco de Asís was compared with technical and legal regulations. The compliance of these norms was evaluated using average indexes. In this section of the hospital were evaluated the next basic aspects: occupational health (luminosity, thermal stress risk and noise level), waste management and the compliance with regulation of the Health Department about microbiology laboratories. Based on this study, it was determined that the institution needs a program to periodically diagnose the basic conditions of occupational health. Besides, it's important to establish a management system to monitor all these variables at least once a year. In the laboratory were found work zones with a lighting level lower than the minimum recommended value, besides, an area with thermal stress risk was found too. Moreover, in the laboratory a solid waste management plan is implemented. Finally, it was verified the Clinical Laboratory high degree of compliance for the solid waste management and authorization norm for this class of establishments. For these reasons, a periodic updating of the management system was recommended. (English) [ABSTRACT FROM AUTHOR] Esta investigación responde a la necesidad de generar herramientas que permitan evaluar el estado en que se encuentra una institución desde el punto de vista ambiental y de seguridad laboral. Para ello, se aplicó un modelo de evaluación basado en técnicas desarrolladas en la Unión Europea. Utilizando esta evaluación, se comparó el estado del Laboratorio Clínico del Hospital San Francisco de Asís en Grecia, con normativas legales y técnicas. Se procedió, mediante índices ponderados, a valorar el cumplimiento de estas normas. En esta sección del hospital se valoraron los aspectos básicos de seguridad ocupacional (luminosidad, riesgo de estrés térmico y nivel de ruido), así como la gestión de desechos y la normativa del Ministerio de Salud sobre habilitación de laboratorios de microbiología y química clínica. Con base en el estudio efectuado, se determinó que la institución carece de un programa para diagnosticar periódicamente las condiciones básicas de seguridad ocupacional. Además, se encontró la necesidad de implantar un sistema de gestión para efectuar dicho monitoreo por lo menos una vez al año. Se determinó también que en las instalaciones del laboratorio existen zonas de trabajo con una iluminación inferior al mínimo recomendado, y con riesgo por estrés térmico. Inclusive, está implementado un plan de gestión para un manejo adecuado de los desechos líquidos. Finalmente, se comprobó que el Laboratorio Clínico posee un grado alto de cumplimiento en la gestión de desechos sólidos y en la norma de habilitación para esta clase de establecimientos. Por lo cual, se recomendó vigilancia periódica y actualización del sistema de gestión.
