Abstract
The comparison of coal mining management policies between China, the United States and Indonesia lies in the products of the laws and regulations made. China and the United States place more emphasis on regulation of worker protection or safety. Indonesia in mining management contains policies on work safety, the environment but are not accompanied by nuances of linkage and integration of rules so that there are imbalances and contradictions as well as conflicts in each of these policies. The United States federal government in managing coal mines is far ahead of China by authorizing the United States Occupational Safety and Enforcement Administration to prioritize safety training jobs, coal mine personnel, and miners. While in China, the ratio of personnel who have received safety training in coal mines is quite low, especially on a small scale, but they have not been subject to civil penalties. The supervisory, technical, safety and security factors in the mine supervisor are not included in state regulations. Coal mining management policies include environmental management regulations, preserving nature and harmonizing nature not only as a priority for worker safety. But in terms of mining management policies, especially safety and security.
