Abstract

Natuna Regency is a strategic area in the maritime sector for sea transportation, fisheries and defense and security. Government support in the port sector in the region is the construction of public ports, fishing ports, and navy bases. The existence of the three ports in exactly adjacent locations whose operations are under the authority of each different agency requires synchronization, especially in the utilization of water areas or Work Environment Areas (DLKr) and Environmental Interest Areas (DLKp). The research aims to identify potential overlapping in the interests of utilization water areas for ship services and port development among the three ports in the Natuna Straits area so that synchronization can be carried out between the agencies in charge of each port. Analysis of the zoning needs for each port based on specifications of the special ships served at each port. In addition, discussions regarding development and development and their effects on other ports in the vicinity were carried out. The analysis and recommendations indicate the need for coordination between agencies for utilization in ship service zone, such as modification of channel, relocation of shipwreck areas, avoiding intersected turning basins, and adding anchorage areas around the east channel. In addition, it can also be recommended to synchronize the port development plan between the Ministry of Transportation, the Indonesian Navy, and Pertamina. Port development document, which also requires revision according to the results of the Port Master Plan, as well as updating of sea maps for navigation by the Indonesian Navy's Hydrography Division. The implication for the synchronization between all the ports can be carried out by updating the DLKr DLKp zone map following service needs and synchronizing port development planning documents.
