ACCESO A LAS TIC DE LOS PRINCIPALES ACTORES EDUCATIVOS EN PARAGUAY EN TIEMPOS DE PANDEMIA

Abstract

En este trabajo se describen las principales características de los actores educativos y de las familias paraguayas respecto al acceso a las TIC para la educación a partir de las medidas adoptadas por el gobierno para hacer frente a la pandemia del COVID-19. El propósito de este estudio es visualizar la accesibilidad a las TIC al momento de iniciar la interrupción de las actividades escolares habituales de padres, docentes y estudiantes a causa del COVID-19. En el estudio participaron 505 padres de niños y jóvenes escolares de los niveles iniciales hasta el nivel medio, así como 1030 docentes de todos los niveles de la enseñanza y 856 estudiantes del nivel medio y universitario de instituciones públicas, privadas y subvencionadas de todo el país. Para la recolección de los datos, se utilizaron cuestionarios en línea de preguntas cerradas y abiertas, suministrados a través de diferentes canales digitales al inicio del confinamiento. La investigación muestra que hasta un 5% de los participantes no cuentan con teléfonos celulares y hasta un 31% no cuentan con acceso a una computadora para llevar a cabo el proceso educativo sin interrupciones. Si bien, la tenencia de teléfonos celulares es generalizada en todos los participantes (al menos del 95%), no se evidencia lo mismo en cuanto a la tenencia de computadoras, muchas veces esenciales para los trabajos en el nivel universitario. El celular es uno de los principales medios por el que se tiene acceso a internet en el hogar por parte de los que viven fuera de la capital del país y del departamento Central. Sin embargo, existe un restringido acceso a internet puesto que se utilizan paquetes de datos limitados que a su vez impiden, en muchos casos, un adecuado desarrollo de las actividades académicas (48% de estudiantes, 40% de docentes y 51% de padres tienen conexión limitada). Contar con teléfono celular con conexión a internet se ha vuelto imprescindible para las familias, debido a la necesidad de recibir y enviar las actividades educativas. El medio mayormente utilizado para este fin es la red social WhatsApp, especialmente en los niveles educativos no universitarios. Esto puede deberse a que el uso de esta red social es generalizado, es una plataforma relativamente sencilla de utilizar y su uso está generalmente liberado en los planes o paquetes de datos. Con este estudio se evidencia que aún existen actores educativos, la mayoría de ellos del interior del país, cuyo acceso a los recursos tecnológicos necesarios para llevar a cabo las tareas educativas durante la pandemia es muy limitado y la conectividad es restringida. Los resultados de este estudio llaman a las autoridades educativas a considerar estos factores a la hora de tomar decisiones respecto a la implementación de políticas educativas que requieran de acceso a la tecnología. Abstract This paper describes the main characteristics of educational actors and Paraguayan families with respect to access to ICT for education in light of the measures adopted by the government to address the COVID-19 pandemic. The purpose of this study is to examine parents, teachers and students’ access to ICTs at the moment of starting the interruption of the usual school activities due to the COVID-19. The study involved 505 parents of school children and youth from the pre-school to secondary, as well as 1030 teachers from all educational levels and 856 students from secondary school and higher education at public, private and subsidized institutions throughout the country. For data collection, online questionnaires with closed-ended and open-ended questions were used, administered through different digital channels at the beginning of the confinement. The study shows that up to 5% of the participants do not have cell phones and up to 31% do not have access to a computer to carry out the educational process without interruptions. While cell phone ownership is widespread among all participants (at least 95%), the same is not true for computer ownership, which is often essential for work at the university level. The cell phone is one of the main means by which those who live outside the country's capital and the Central Department have access to the Internet at home. However, access to the Internet is restricted since limited data packages are used, which in turn prevent, in many cases, the adequate development of academic activities (48% of students, 40% of teachers and 51% of parents have limited connection). Having a cell phone with an internet connection has become essential for families, due to the need to receive and send educational activities. The most widely used medium for this purpose is the WhatsApp social network, especially at the non-university educational levels. This may be due to the fact that the use of this social network is widespread, it is a relatively simple platform to use and its use is generally free with the plans or data packages. This study shows that there are still educational actors, most whom from the interior of the country, whose access to the technological resources needed to carry out educational tasks during the pandemic is very limited and their connectivity restricted. The results of this study call on educational authorities to consider these factors when making decisions regarding the implementation of educational policies that require access to technology.  keywords: ICTs-access -educational actors -pandemic -COVID-19
