Abstract

The This health insurance is a mandatory expenditure pattern, meaning that on January 1, 2019 all Indonesian people must be participants. As far as 59.5% of the self-employed community has not yet joined the program. The purpose of this study is to make a simple problem of JKN membership in self-employed using the Fishbone method. The study design was cross-sectional with a simple random sampling technique. Data collection techniques are interviews and direct observation. Factors identified as the root cause of problems include dissatisfaction of the community with services provided by BPJS Health, long waiting times, complicated administrative processes, expensive monthly fees, use of inactive health services, indiscipline payment of contributions each month, low knowledge and increased information about the JKN program.
