Tinjauan Siyasah Maliyah terhadap Pelaksanaan Retribusi Parkir dan Kontribusinya Kepada Pendapatan Asli Daerah Berdasarkan Peraturan Daerah Nomor 04 Tahun 2021 Tentang Retribusi Parkir di Kabupaten Purwakarta

Abstract

The implementation of parking retribution in Purwakarta Regency, based on Regional Regulation Number 4 of 2021, is an effort by the local government to increase Regional Original Revenue and create order in parking management. This study aims to analyze the effectiveness of parking retribution implementation using a juridical-empirical approach and a descriptive method. Data were collected through document studies and observations at various parking locations in Purwakarta Regency. The study results indicate that parking retribution contributes significantly to regional revenue, although challenges remain, such as low public awareness of retribution payments, lack of supervision over illegal levies, and a shortage of experts in parking management. The evaluation of the collection system also found that digitalization and transparency need to be improved to minimize revenue leakage. From the perspective of siyasah maliyah, the implementation of parking retribution should be based on the principles of justice, transparency, and trustworthiness, ensuring that the revenue collected is used for public interests, such as improving public facilities and infrastructure. Therefore, technological innovations in the parking system, regulatory strengthening, and improving the quality of experts are necessary to ensure the effectiveness of parking retribution in supporting regional development and public welfare.
