Abstract

The objective of this work is to present a Balanced Scorecard (BSC) model that meets the specificities of the Technology Transfer Offices (TTOs) of the Scientific, Technology and Innovation Institutions (STIs). The choice of the BSC as the best approach to assist in the strategic planning of TTOs of STIs is in line with the concept of public management focused on the client and the interests of society. It is important to highlight that the BSC models for the public sector were designed and built with the purpose of serving public organizations in general. These models, however, do not fit fully into the TTOs: although they are part of public organizations - or even private non-profit organizations - these Centers work in close relation with the productive sector and other players in the innovation system, which should result in specificities in the strategic planning model. The model developed in this paper adds the Innovation and Society perspectives to the four perspectives established in the classic BSC model.
