Abstract
The article presents an overview of the institution of citizen participation as active political and democratic models proposed in Political Science ingredient. Initially theoretical framework underpinning the initial conceptions of democracy, then expose new trends proposed to realize citizen participation, with particular emphasis on the so-called deliberative democracy are addressed. It ends with the presentation of the progress in terms of citizen participation have been developed in Colombia, and that demonstrate the one hand, successful experiences of building consensus for public policy at the local level, but show himself a democratic model of deliberation needed as evidence to reach maturity will be aware of the obstacles themselves of this dynamic in Latin American States.
