Abstract

This article aims to analyze the digital revolution of the Public Administration through a critical view, understanding that it is a necessary transformation to achieve the republican objectives and the Social State, but not without inherent risks. Thus, the study will address the problem of digital exclusion in its various facets, from economic exclusion to urban and cognitive exclusion. Finally, it will discuss the issue of political choices and scarce public resources as obstacles to the implementation of technology in contrast with the guarantee of other fundamental and social rights, concluding with the need for prior planning that pays attention to the material conditions of the population. This is, finally, an exploratory research, and to achieve the referenced objectives, the bibliographical research on the theme, through legal articles, legal magazines, constitutional and infra-constitutional norms, will be the method of specific procedureoftheworkinquestion.
