Abstract

The study aimed to investigate the implementation of two centers of PELC in a Federal Institution of Higher Education in Campo Grande/MS and the popular participation in the structuring. This is an exploratory and documentary research, with content analysis. The results indicate that the implementation of the program took place from the online consultation with the population about their preference in relation to the content, days and times of the consultations, with the decision-making of the managers, for the most part, converging with the anxieties punctuated by the participants. . The implementation of the program at the university level proved to be relevant, given that it increased the possibilities for students to have experiences with leisure. It is concluded that the program was guided by the principles of popular participation, recognizing and accepting the indications of the participants in the implementation.
