Abstract

The populations living in Merapi disaster-prone areas known as KRB (Kawasan Rawan Bencana) and surrounding area were required to evacuate due to Merapi Volcano Eruption in 2010. The problem occurred during the emergency response was the uneven distribution of aid. This incident showed the lack of information about refugee needs received by the wider community. Priority of needs can be a useful information when a disaster occurs. The parameters used to determine the priority are refugee demographics, location of shelter, shelter's zone, and shelter's supporting facility. Thus, this research is aimed to determine the most influencing factor for shelter's priority determination and determine the shelter's priority. This research used Analytical Hierarchy Process (AHP) to determine the weight of parameters using pair-wise comparison questionnaires to 9 respondents. The result showed that refugee demographic was the most influencing factor with the weight of 0.364. This result was used then to determine shelter's priority using primary data from field observation and secondary data from Contingency Plan created by BPBD Kabupaten Sleman. The shelters were classified into 3 class, Priority I, Priority II, and Priority III based on the analysis of determinants and effusive eruption scenario. From 20 shelters in Sleman Regency, Sindumartani Shelter is a shelter that is ranked first priority based on the calculation. This is to say that Sindumartani Shelter need special attention when eruption occurs moreover if the 2010 eruption scenario repeats.
