Abstract
Since the Rio conference, several thousands local agendas 21 have assisted the penetration of the concept of sustainable development at the local level. This article presents a synthesis of the approaches employed by local authorities in 9 European countries, with an emphasis on the benefits and limitations presented by the local agendas 21 in place. We characterised the specificities of French local authorities and determined the geographical dimensions of the mobilisation in favour of local agendas 21.
