Abstract

Abstract: I examined prospects for international ecosystem management in the Crown of the Continent system (COCE), a transboundary region of the Rocky Mountains that straddles the border between Canad the United States. From the spring of 2000 to the fall of 2001, I conducted 33 semi-structured interviews middle-and upper-level public land and resource managers, administered a brief attitude survey to the in viewees, and analytically reviewed the management policies of and historical cooperative ventures bet public land and resource jurisdictions in the region. Through a qualitative analysis of the data collecte identified 10 challenges to enhancing transboundary cooperation in the COCE that were consistently pre throughout the region. I describe and analyze these issues in terms of (1) determining common policy g and management priorities, (2) developing information resources at the scale of the greater ecosystem, (3) supporting a political and institutional atmosphere conducive to collaboration. Survey results suggest international transboundary cooperation is less supported, in terms of higher management support, sup from staff and colleagues, and access to sufficient information, than transboundary cooperation within a ince or state. I conclude with recommendations for three concrete initiatives that public land managem jurisdictions in the COCE can undertake to facilitate further ecosystem management opportunities: (1) f malizating transboundary cooperation, (2) developing a cumulative-effects analysis of the COCE, and (3) thoug fully presenting transboundary efforts within agencies and to the public. Perspectivas para el Manejo de Ecosistemas en el Ecosistema Corona del Continente, Canadci-Estados Un Estudio y Recomendaciones Resumen: Examine las perspectivas para el manejo internacional de ecosistemas en el Ecosistema Corona del Continente (ECDC), una regi6n de las Montafias Rocallosas que abarca la frontera entre Canadd y Es dos Unidos. Desde la primavera de 2000 basta el otonfo de 2001, realice 33 entrevistas semi-estructuradas administradores medios y superiores de terrenos y recursos pzblicos, apliqu" un breve examen de actitud los entrevistados y analiticamente revise las politicas de manejo y las empresas cooperativas hist6ricas en terrenos ptblicos y jurisdicciones de recursos en la regi6n.
