Abstract

The research aims to determine and understand the essence of environmental permit and legal-cultural factors that affect it in supporting the realization of the principles of transparency, participation and accountability in mining management. It was an empirical research, with a socio-juridical approach. It was conducted in Central Sulawesi Province, Indonesia. The data were analyzed qualitatively and descriptively. The results of research indicated that the realization of the principles of transparency, participation and accountability in law enforcement of environmental permits in mining management is still classified as low-category. Therefore, it does not yet reflect the realization of the principle of good governance in law enforcement of environmental permits in environmentally friendly mining management.
