Abstract
Examines the impact of current development policies on Riau (Indonesia), especially the Growth Triangle agenda that pools Singaporean, Malaysian, & Indonesian resources for complementary development. It is argued that the social & environmental consequences of these programs have resulted in contradictions between growth & unsustainability, new patterns of wealth & poverty, & new forms of political domination. A historical perspective on Riau's multiple realities stresses the formation of different social/ethnic groups & their interaction in power relations. Singaporean investors see Riau as a hinterland capable of providing natural resources, while the Indonesian government views Riau as an area ripe for quick development. The competing needs are described, along with implications for rural & indigenous communities faced with resettlement, loss of resources, & the decimation of their way of life. It is maintained that regional developmental programs must be reformulated to find alternative resource bases for the powerless whose livelihoods have been endangered, without relinquishing efforts to increase Riau's competitive edge in the global economy. 8 References.
