PENEGAKAN HUKUM LINGKUNGAN TERHADAP PENCEGAHAN ALIH FUNGSI LAHAN DI PROVINSI BALI

Abstract

Land conversion in Bali Province continues to increase annually, driven mainly by tourism development, population growth, and infrastructure expansion. This phenomenon threatens ecological balance, the sustainability of subak irrigation systems, and the cultural identity of Balinese society. This study aims to analyze environmental law enforcement in preventing land conversion through national and regional legal instruments. The research employs a normative legal method using statutory, conceptual, and case approaches. Results indicate that although there is an adequate legal framework, law enforcement faces various challenges, such as weak monitoring, regulatory disharmony, and strong economic interests influencing licensing processes. The study recommends strengthening administrative instruments, enhancing technology-based monitoring, involving traditional villages, and harmonizing regulations to ensure effective and sustainable environmental protection in Bali.
