La consultation publique et les limites de la participation des citoyens aux affaires urbaines

Abstract

Ces dernières années, le statut de la participation aux affaires urbaines a changé. Au-delà des limites qui la caractérisent, cette participation alimente une nouvelle culture politique. C'est du moins l'hypothèse servant ici de point de départ à l'examen des audiences - et de la position des principales catégories d'acteurs - qui ont contribué à l'élaboration de la politique de consultation publique définie par la Ville de Montréal en 1988 de même que sa révision en 1995 à la suite de l'arrivée au pouvoir d'une nouvelle formation politique. En acceptant de participer à la définition de la politique de consultation publique sur la scène municipale, les acteurs de la société civile, en particulier les représentants du milieu communautaire et des mouvements sociaux, se sont engagés dans une double démarche : un processus de confrontation avec les pouvoirs publics et un processus de reconnaissance de leur propre identité.In recent years, there have been changes in the status of participation in urban affairs. Over and above its inherent limits, this form of participation has been contributing to the development of a new political culture. Such at least is the hypothesis used here as a point of departure for the examination of the hearings and of the positions of the main categories of actors who have contributed to the development of the consultation policy defined by the city of Montreal in 1988, as well as to its review in 1995, following the accession to power of a new political party. By accepting to participate in the definition of the public consultation policy on the municipal scene, the actors of civil society, particularly the representatives of the community and social movements, have undertaken a twofold process: a process of confrontation with the public authorities, and a process of building recognition of their own identity.
