IMPLEMENTASI E-PROCUREMENT DALAM PROSES PENGADAAN BARANG/JASA PADA LEMBAGA LAYANAN PENGADAAN SECARA ELEKTRONIK (LPSE) KOTA BOGOR TAHUN 2020

Abstract

Through Presidential Decree Number 16 of 2018, it is emphasized that the procurement of government goods and services must be carried out electronically. All government agencies including the Bogor City Government through the Electronic Procurement Service (LPSE) implement this. This study aims to identify how the implementation of e-procurement in the process of procuring goods/services at the Bogor City LPSE institution in 2020, the factors that are strengths, weaknesses, opportunities, and threats (SWOT) in the process of procuring goods/services electronically in Bogor City, and alternative efforts that must be made to the results of the SWOT encountered in the implementation of e-procurement in Bogor City in 2020. This study uses descriptive research methods with a qualitative approach. Data obtained through observation, interviews, documentation, and literature study. Then this research is also seen from the implementation model variables formulated according to Van Meter and Van Horn (1975). The results show that there are strength factors, namely the policy makes it easier for users to carry out the procurement process, the implementation of the procurement process that has referred to applicable regulations, the availability of supporting facilities and infrastructure, an increase in the ability and capacity of the LPSE team's human resources, and implementing officials have prioritized ethics procurement. In the weakness factor, there is a lack of human resources in computer expert technology, there is still overlapping of tasks and functions, there is a refocusing of the budget. Opportunity factors are Bogor City having a Public Service Mall (MPP), there are SPSE supporting features in Bogor City, preventing KKN practices in the procurement process. The threat factor that is the Covid-19 pandemic, and there is still construction/consultant procurement with a ceiling below 50 million rupiahs. Melalui Perpres Nomor 16 Tahun 2018 ditegaskan bahwa pengadaan barang dan jasa pemerintah wajib dilakukan secara elektronik. Seluruh instansi pemerintahan termasuk Pemerintah Kota Bogor melalui lembaga Layanan Pengadaan Secara Elektronik (LPSE) menerapkan hal tersebut. Penelitian ini bertujuan untuk mengidentifikasi bagaimana implementasi e-procurement dalam proses pengadaan barang/jasa pada LPSE Kota Bogor tahun 2020, faktor yang menjadi kekuatan, kelemahan, peluang, dan ancaman (SWOT) dalam proses pengadaan barang/jasa secara elektronik di Kota Bogor, dan upaya alternatif yang harus dilakukan terhadap hasil dari SWOT yang dihadapi dalam implementasi e-procurement di Kota Bogor tahun 2020. Penelitian ini menggunakan metode penelitian penelitian deskriptif dengan pendekatan kualitatif. Data diperoleh melalui observasi, wawancara, dokumentasi, dan studi pustaka. Kemudian penelitian ini juga dilihat dari variabel model implementasi yang dirumuskan menurut Van Meter dan Van Horn (1975). Hasil penelitian menunjukan bahwa terdapat faktor kekuatan yakni kebijakan tersebut memudahkan pengguna dalam melaksanakan proses pengadaan, terlaksananya proses pengadaan yang sudah mengacu pada regulasi yang berlaku, tersedianya sarana dan prasarana yang menunjang, adanya peningkatan kemampuan dan kapasitas SDM Tim LPSE, serta pejabat pelaksana telah mengedepankan etika pengadaan. Pada faktor kelemahan yakni kurangnya SDM pada pranata komputer, masih terjadi overlapping tugas dan fungsi, terjadi refocusing anggaran. Faktor peluang diantaranya Kota Bogor memiliki Mal Pelayanan Publik (MPP), terdapat fitur pendukung SPSE di Kota Bogor, mencegah terjdinya praktik KKN dalam proses pengadaan. Faktor ancaman terjadinya pandemi Covid-19, dan masih didapati pengadaan konstruksi/konsultan dengan pagu dibawah 50 juta.
