Abstract
The international Humanitarian Law contains peremptory norms of general international law (ius cogens). Their fundamental core, the human dignity protection, coincides with international Human Rights Law. in authoress opinion, this convergence allows to use international Humanitarian Law norms, in the internal forum, out of the area of the armed conflicts, in the cases of violations of fundamental rights in time of peace, at least as an element of interpretation that it contributes to determining the sense and scope of the norms that protect the fundamental rights.
