Abstract

This article analyzes the impact of Hungarian science and technology cooperation in the European Union and draws a parallel with the case of Mexico in North America. Both countries have had the expectation of benefiting from the flow and spillover of scientific and technological knowledge because they belong to a region with a high level of development. This has not happened, or at least not completely, and the article seeks to identify the obstacles. In the case of Hungary, even if it receives a quantity of resources from the EU, there is a setback in S & T. This paper argues that, among other reasons, there are internal factors in each country, errors and shortcomings of economic policy, education and skilled labor migration.
