Abstract

Rubber commodity in Papua can be developed to improve the local economy and increase the role of the agricultural sector in Papua development. However, development is influenced by several factors, among others, the use of agricultural technology is still limited and limited ability of human resources, it is necessary to do a study. This study aims to identify and determine the strategy of development of Rubber commodity in Papua by using SWOT analysis tool. The study results showed that the development of rubber commodity in Papua is influenced by several factors including : land potential for rubber in Papua is still widespread, existence of the government's attention to the development of rubber, precense of Rubber Growers, presence of NGOs that help, number of old plants that have not been rejuvenated, limited ability of HR Farmer, limited use of agricultural technology, limited capital farmer, limited agricultural infrastructure such as a tap bowl, knife, rubber processing, formic acid, etc., Limited production buyer of rubber, yet the partnership in the management of rubber plantations, low level access to the world's rubber needs, need assistance bargaining production, presence over the function rubber land, offer a low price from collectors, and product competition. While some of the strategies that need to be done for the development of rubber commodity in the Papua province, among others: Development of large-scale rubber, HR Farmer Mentoring, Building partnerships in the management of Rubber, Training / Counseling HR Farmer, Providing funding assistance for farmers, Rejuvenation old plants, Provision and utilization of agriculture technology and infrastructure, Expansion of rubber planting land, Improved Partnership with third parties, Capasity buikding of Farmer organization, Intensification, Regulation prevent land conversion, Accompaniment HR Farmer, and plant with clones Rejuvenation
