Abstract
The rapid advancement of information and communication technology raises various opportunities and challenges to connect with each other without knowing regional boundaries. This is the reason for the exchange of data, resulting in a person's personal data being easily collected, stored, managed, or transferred from one party to another without the consent of the owner of the personal data. This problem urges the government to apply a strong legal basis in protecting the personal data of its citizens. In this case, awareness is critical to provide insight and understanding of the importance of protecting personal data and what motivational factors can be the basis for the government to protect personal data. This study aims to explore the awareness of local governments in protecting personal data and what factors motivate local governments to protect personal data. This research uses a qualitative method with a case study approach to the Surabaya city government with the object of research, namely the data guardian who is authorized to the data. The result is that the local government cares about protecting personal data, which is initiated by the presence of three elements of concern, namely knowledge, concern, and behavior. The motivations of local governments in implementing personal data protection are psychological conditions, community satisfaction, employee credibility, and global demands. With the research results identified, it is hoped that it can help the Indonesian government to find out how the form of concern and motivation of local governments in implementing personal data protection so that efforts to implement personal data protection in Indonesia can be better and maximal.
