La Constitución ecuatoriana de 1861: el debate

Abstract

RESUMEN El artículo analiza el proceso de elaboración de la Constitución ecuatoriana de 1861, sus principales innovaciones y los debates que suscitó. Esta carta constitu-cional amplió el sufragio y modificó la estructura administrativa territorial, y sus-tituyó la división geográfica del Ecuador en departamentos por provincias. También revisa los impactos regionales que produjo la nueva estructura admi-nistrativa. Además, el estudio realiza una descripción de la coyuntura en que ascendió Gabriel García Moreno a la jefatura del Estado ecuatoriano y las dis-crepancias en torno a las libertades individuales, las políticas económicas y las relaciones entre la Iglesia y el Estado católico. ABSCTRACT The article analyzes the process of drafting the Constitution of 1861, its major innovations and controversies. The 1861 Constitution extended the franchise and changed the territorial administrative structure replacing Ecuador's "departamen-tos" geographical division into provinces. It also reviews the regional impacts that produced the new administrative structure. Moreover, the study makes a description of the circumstances in which Gabriel García Moreno ascended to the presidency of Ecuador and the disagreements over individual liberties, economic policies and relations between the Catholic Church and State.
