Abstract
The european citizenship is usually regarded as non-existant or apa- thetic. Numerous thinkers estimate that a european public sphere is impossible because of the lack of homogeneity of identities, values and opinions in the various countries of the eu. But these differences are counterbalanced by the empirical reality of a common space of opinions and choices, yet existent. In fact, the problem for communications stu- dies and for social sciences, still influenced by very static concepts, is to understand the theoretical turn of the building of a unity beyond the diversity of cultures.
