Abstract

The article focuses on the significance of economic development incentives in stimulating local economies. Some broad measures may produce significant results over the long run. Targeted measures crafted to attract or retain business offer the possibility of a quick payoff. Public interest in incentives has generally been muted, except when very generous incentive packages, egregious practices, pr legal issues have prompted questions about their appropriateness and effectiveness.
