Gentrificação turística em Lisboa: neoliberalismo, financeirização e urbanismo austeritário em tempos de pós-crise capitalista 2008-2009

Abstract

Resumo Neste artigo pretendo identificar forças motrizes importantes da financeirização do ambiente construído e do setor imobiliário que estão na raiz da onda de gentrificação turística que está ocorrendo em Lisboa na última década. Será analisada a viragem neoliberal recente na política urbana em Portugal, responsável por ter criado as condições para um urbanismo austeritário, legitimando a ideologia da necessidade "natural" e "inevitável" da turistificação nos bairros históricos de Lisboa, no período do pós-crise capitalista de 2008-2009. Nas narrativas de marketing urbano e racionalidade neoliberal, a viragem neoconservadora no governo da cidade tem como objetivo tornar Lisboa uma cidade mais competitiva, atraindo investimentos estrangeiros, visitantes e turistas, amarrando os fluxos de capital imobiliário ao seu ambiente construído, em um quadro da globalização da concorrência entre cidades e lugares.Abstract In this paper, I intend to identify important drivers of the financialisation of the built environment and of the real state sector that are at the root of the wave of tourism gentrification that has been occurring in Lisbon in the last decade. The recent neoliberal turn in urban policy in Portugal will be analyzed, as it is responsible for creating the conditions for an austerity urbanism, legitimating the ideology of the "natural" and "inevitable" necessity of touristification in Lisbon’s historic districts, in the period of the 2008-2009 capitalist post-crisis. In the rhetoric of urban marketing and neoliberal rationality, this neoconservative turn in city government aims to make Lisbon a more competitive city, attracting foreign investment, visitors, tourists, tying the flows of real estate capital to its built environment, in a frame of globalization of competition between cities and places.
