Abstract

Participatory budgets have been the object of social and political interest, because of the opportunities they offer with regard to their potential for promoting an active, responsible citizenship with the capacity to influence public policies. They also suggest the possibility of formulating a model of participation that can result in the genesis of participatory democracy. The aim of this work is to assess the limits and potentialities of participatory budgets by analyzing the process developed in El Puerto de Santa María (Cádiz) between 2016 and 2017. The applied method includes analyses of participation data, citizen proposals and the degree of implementation of citizen proposals. The conclusions confirm that participatory budgets are experiences that nurture the notion of participatory democracy. (English) [ABSTRACT FROM AUTHOR]
