Hydrogen Economy in Major Countries: Policies of Promotion and Lessons Learnt from Them

Abstract

The hydrogen economy is an industry that uses hydrogen as one of the primary energy sources. The successful development of the hydrogen economy creates new opportunities for various sectors, such as fuel cells, heat supply, and transportation, including hydrogen vehicles. Because of these opportunities, industrialized countries have already developed policies to promote the hydrogen economy. Thus, we herein reviewed those policies from Germany, the United Kingdom, the European Union, Japan, and the United States. We also grouped the lessons learned from the policies under five points: setting statistics for hydrogen demand analysis, stable hydrogen supply and securing infrastructure, policies for creating jobs, technology innovation, and international cooperation with countries that have advanced technologies for the hydrogen economy. 서 론 수소는 우주 전체 질량의 75%를 차지할 정도로 풍부한 자원이며 지역적 편중이 없는 보편적 에너지원이다. 수소 는 산소와 화학반응을 통해 열과 전기를 생산하고 부산물 이 물(H2O)뿐이다. 또한 수소 에너지는 탄소가 없는 순수 한 수소(H2)를 이용하여 연소가 아닌 연료전지 형태로 이용 하는, 탄소 배출이 없는 환경친화적인 자원이다. 그리고 다 른 에너지원과 달리 수송 과정에서 손해율이 극히 적기 때 문에 대용량으로 장기간 저장할 수 있다. 현재 수소를 생산 하는 방법으로는 물의 전기분해(수전해) 방식과 화석연료 에서 수소를 분해하는 방법이 있다. 반면, 수소는 기체 중에 서 가장 가볍고, 폭발의 위험이 크기 때문에 고도의 저장기 술이 필요하다. 수소경제는 수소를 주요 에너지원의 하나로 사용하는 경 제 및 산업 구조를 말한다. 장기적으로는 기존의 석유, 석 탄, 가스와 같은 화석연료 기반의 에너지 시스템에서 벗어 나 수소에너지를 활용하여 산업과 시장에 근본적인 변화를 이끌어, 친환경 에너지의 사용으로 경제성장을 도모하는 경제구조를 일컫는다. 수소에너지는 향후 성장 가능성이 높은 분야로, 생산(추출, 수전해, 부생수소 등), 운반 및 저 장(장거리 운송인프라, 액화저장 등), 활용(수소 모빌리티, 연료전지 등) 부문 등에서 다양한 미래산업 성장과 부가가 치 창출이 가능하다. 기술보고
