Pasivos ambientales del sistema Chingaza: un análisis desde los actores y la normatividad

Abstract

La implementación de los megaproyectos para la explotación de recursos hídricos genera impactos ambientales en las zonas donde se implementan, afectando los suelos, flora, fauna, sociedad y economía, cuando los daños causados no se tratan de una manera adecuada por parte de las empresas o gobiernos, da a la creación de pasivos ambientales que afectan el bienestar y calidad de vida de las poblaciones cercanas a este tipo de proyectos. El sistema Chingaza es la principal fuente de abastecimiento de agua para la ciudad de Bogotá, el objetivo de este artículo es analizar las afectaciones ambientales generadas por el sistema Chingaza, realizando una revisión de la normatividad colombiana de cómo esta ayuda la protección del ambiente, para evitar o mitigar la generación de pasivos ambientales.The implementation of megastructures for the aim of exploitation hydric resources,  impact in the environment where it is implemented, for example affecting soil, wildlife, flora, society, and economics.; if the damages don't treat adequately for the industry or government, created environmental liabilities that impact in the wellness and quality of life of the population who lives nearly of the project. The system Chingaza is the main water source of Bogotá city. The objective of this study is to analyze the environmental impacts of the system Chingaza, doing a review of Colombia laws, determining how to help to protect the ecosystems, and prevent environmental liabilities.
