STRATEGIC ANALYSIS FOR THE IMPACT OF PROJECT MANAGEMENT OFFICES IN DEVELOPING THE CONSTRUCTION SECTOR

Abstract

Strategic analysis of the impact of project management offices in developing the Iraqi construction sector is an essential activity for evaluating the performance of project management offices for the purpose of achieving construction companies’ goals. By choosing appropriate strategies, project management offices are able to plan and design their operations to achieve the desired competitive advantage. This study relied on the SWOT analysis model. (SOWT) to evaluate the performance of project management offices, bodies and consulting companies whose tasks include supervising the implementation of infrastructure projects in Anbar Governorate. The brainstorming tool was used to collect data and information about infrastructure projects in Anbar Governorate in the Republic of Iraq. The case study represents a design and equipment project. And the implementation, operation and maintenance of Ramadi sewers, with a total cost of 131 billion dinars, within the investment plan of the Ministry of Construction, Housing and Municipalities. With the aim of this study, it aims to improve the service reality and reduce environmental pollution in Anbar Governorate. From the results of the brainstorming process, the problems and obstacles of project management offices were extracted, As well as reviewing the critical success factors for project management offices in infrastructure projects in infrastructure projects in Iraq, the reason was that (project management offices lack familiarity with the necessary processes to monitor the application of international standards in the implementation of infrastructure projects, which leads to poor quality, increased project time, and increased cost..) had the largest value of relative importance, with a degree of 79%, and the function (providing advice to senior management) had the largest value of relative importance, with a degree of 85%. The critical success factors were represented by three main factors, which are operations, stakeholders, and technology, as it had the greatest value for importance. The percentage of critical success factors for the (Operations) axis is 79% for the factor (Documentation of Administrative and Technical Processes), and the internal factors were represented in identifying the strengths and weaknesses surrounding the performance evaluation process of the Project Management Office. These factors are represented in the extent of the scientific, cognitive, technical and administrative competence of the team. The Project Management Office is responsible for managing the project of designing, equipping, implementing, operating and maintaining Ramadi sewers and is considered one of the important factors for the success of these projects, which are (PMO applies quality standards to the various project activities). (PMO applies occupational safety elements at the project work site). (PMO has the skill Excellence in managing contract documents), (PMO has the ability to supply the project with the professional administrative workforce in the project, the office works to enhance the spirit of cooperation among the stakeholders in the project), while the external factors were the extent to which the PMO applies international standards in the field of functions and services And technical monitoring to manage the design, equipment, implementation, operation and maintenance of Ramadi sewers, which is considered one of the main reasons for supporting the success of these projects, which is PMO provides the owner with effective solutions to end all technical and administrative problems in the project. PMO uses performance reports to evaluate problems and expectations with stakeholders, PMO provides human resources with multiple experiences when forming the work team. PMO has sufficient specialized experience to address the potential risks of the project. PMO uses modern software to monitor the progress of project work. PMO applies modern mechanisms to training and development tools.
