The Role of Cooperatives Towards Empowering the National Food Security Agenda

Abstract

Cooperatives are established through government and community collaboration to increase wealth creation and social well-being within the community. Cooperatives offer economic benefits for their members, enabling this community to face various shortcomings, including capital, leadership, talent, and food security. The rising cost of l i ving in Malaysia has significantly affected the quality of life for many communities, particularly through increased food prices. This economic strain has prompted the government to allocate funding facilities for the Malaysia Co-operative Societies Commission (MCSC) to boost local food production and mitigate the escalating prices of essential goods. However, the effectiveness and sustainability of such financial interventions in addressing long term food security and price stability remain uncertain. This raises critical questions about the role of cooperatives in enhancing local food production and their capacity to contribute meaningfully to economic resilience and community well-being. Thus, the objective of this study is to propose solutions for the Malaysian government, through MCSC, to enhance the effectiveness and efficiency of cooperatives in addressing food availability and accessibility, ultimately aiming to reduce poverty and achieve zero hunger within the community. This study employed a case study method using structured interviews with MCSC officers, focusing on cooperatives established in Perlis to investigate the role of cooperatives and MCSC in enhancing community wealth creation through a food security network. Findings of this study revealed that cooperatives become a medium in strengthening the National Food Security Agenda by empowering smallholder farmers, improving access to resources, markets, and knowledge, promoting sustainable agriculture, and providing a safety net in times of food crisis. Through these collective actions, they create more resilient food systems that can feed communities, even in challenging circumstances.
