Abstract

To effectively develop the capabilities of individuals and companies in a globalized world, it is critical to have access to the benefits offered by the digital economy. Technological change has driven profound shifts in the markets and business models of telecommunications and digital content companies as well as in consumer preferences, which require new governance formulas to close the gap in access and use and boost the digital economy. This product provides an analytical framework to understand the fundamental institutions of good telecommunications governance and regulations to promote the development of digital infrastructure, market competition, user protection, and public policies for the digital economy. It analyzes the governance of telecommunications in Latin America and the Caribbean to highlight current initiatives and the growing relevance of the issue in the development agenda for the countries of the region.
