The procedures of this research and development start by conducting a needs analysis, compiling a draft model and then developing it through a Focus Group Discussion. The model from the FGD results was revised. It was then validated by 4 experts, 1 practitioner. Next the validated model was tried to a small group trial consisted 6 people. There was also a larger scale trial group consisted of 30 people. The model was revised again to get the final product of PAI model. Then, an experiment is held to determine the effectiveness of the PAI model. This study produces a PAI model product in which the components include: objectives, materials, learning resources, methods, media, learning steps, evaluation, and living practice. The results of individual trials, group trials, and limited trials obtained the mean scores of 3.90, 3.93, and 4.00. It means that this model is suitable for use. The results of the analysis of the effectiveness test obtained t count 4.817 and p = 0.00 <0.05. These results indicate that the PAI model is effective in shaping the character of empathy in generation Z.
