Reconversion économique, développement local et mobilisation sociale: le cas de Montréal

Abstract

Lors de la reconversion d'espaces industriels, les acteurs sociaux et économiques se confrontent et s'associent selon des modalités de gestion du développement de type post-fordiste caractérisées par le partenariat et la flexibilité. L'analyse porte sur le rôle des acteurs internes et externes dans ce processus qui, bien qu'induit par la globalisation économique, prend des orientations locales précises selon les acteurs en présence et les compromis auxquels ils aboutissent. Les auteurs comparent deux cas de reconversion en cours à Montréal, l'un dans le quartier central de Rosemont et l'autre à Ville Saint-Laurent, proche banlieue industrielle de Montréal. Ces deux cas mettent en action la grande entreprise externe et la communauté locale. Mais ils divergent quant au rôle que joue le milieu. Il en ressort que la mobilisation sociale est déterminante dans l'orientation et les choix des projets de développement local, ce qui a des conséquences sur les acteurs directement concernés et sur la collectivité dans son ensemble.When there is a reconversion of industrial space, the social and economic actors confront one another or associate according to a post-Fordian type of management framework characterized by partnership and flexibility. The analysis covers the role of the internal and external actors in this process which, although it is induced by economic globalization, takes on precise local orientations in accordance with the actors present and the compromises that they make. The authors compare two cases of reconversion under way in Montreal, one in the central neighbourhood of Rosemont and the other in Ville Saint- Laurent, a nearby industrial suburb of Montreal. There two cases bring into action large external enterprises and the local community. But they are divergent when it comes to the role played in the community. It is shown that social mobilization is déterminant in the orientation and choices of local development projects, which has consequences on the actors directly concerned, and on the community as a whole.
