Abstract
The article examines the issues of information inequality in the context of digitalization of education in the higher education system of the Russian Federation. The difference between the concepts of "digital divide"and "digital inequality"is made, the specifics of these terms in relation to the digital educational environment are revealed, and the concept of "new digital divide"is given. As digital technologies are becoming more accessible today, the technological aspect of the digital divide in education will become less significant over time. The presence of digital inequality in the activities of Russian universities in the digital educational process is considered in a regional context, the leaders and outsiders of this process among the constituent entities of the Russian Federation are highlighted, problem areas in the context of digital educational activities are identified, and key directions of the national strategy for the digital transformation of education are proposed.
