This research is a development research that aims to develop a guided inquiry model learning tool with a 4D development model to train students' critical thinking skills with the local culture character "mengahi mengahu pengahu" on the subject of environmental change and waste recycling, another goal of this research to improve learning outcomes student. The target of this study is a learning tool that was tested on 12 high school students with the design of One-Group Pretest-Posttest Design. The data were analyzed by quantitative-qualitative descriptive with the results obtained, among others: The average validity of the device developed was very valid (3,8); Practicality of the device which includes: good learning (3,6); student learning activities are very active (93); positive student response (96%); The effectiveness of learning tools includes: students' critical thinking skills at very critical criteria (89%); student cognitive learning outcomes increase (N-gain: 0.8 with high criteria). The conclusions obtained from this study are: the biology learning model of guided inquiry with the local cultural character "nggahi rawi pahu" is feasible to train critical thinking skills and improve learning outcomes of high school students.
