Abstract

This paper analyses the evolution of transparency policies in Iberian municipalities (Spanish and Portuguese) from a comparative perspective. Despite the apparent political-administrative similarity of Spain and Portugal, the way each country implements and manages transparency often varies. Given this scenario, the objective is to answer the research question about the existence of similarities and differences identified in the transparency policy of these municipalities. A descriptive and comparative methodology is followed, focused on providing a vision on the development and scope of the information that is published in the websites of the Spanish and Portuguese municipalities, identifying the existing similarities and discrepancies. Thus, the transparency policy was developed in a similar way in both countries and the elaboration of transparency indices had a positive impact on the disclosure of information, despite the fact that the levels revealed in Spanish municipalities are higher.
