Abstract
Tackling global warming is the one of the most important issue in the world. Most assumptions are from office, retails, industrial, residential uses and transport, and how emissions can be reduced is the fundamental question. This paper deals with the CO2 reductions through transport policies in London, especially the challenges of electric vehicle policies. Firstly there are reviews of London climate change, planning and transport policies, followed by the detailed analysis of electric vehicles (EV) policies. From the analysis, a number of EV charging points were increased under the strong leadership by the Mayor, assisted by the comprehensive funding mechanism. Also it is clear that the regulations for EV parking spaces and increase of Car Club membership are supported for CO2 emission reductions.地球温暖化問題への対策は極めて重要なテーマである。CO2排出量は業務、家庭、産業、交通部門での発生量が高く、排出量の削減が重要な問題となっている。本稿では、CO2排出量の削減を目指したロンドンの交通政策、特にEVの普及促進について論じる。研究にあたり、まずロンドンの気候変動、計画、交通政策について整理を行い、次にEVに関する政策について詳細を整理した。分析の結果として、ロンドン市長の強力なリーダーシップの下、総合的な資金制度を活用してEVの充電施設が増加してきたことが明らかとなった。また、EV向け駐車施設に関する規制とCar Club会員の増加がCO2排出量削減に寄与していることを明らかにした。
