El diseño y despliegue del sistema de garantía juvenil en España. Un análisis documental

Abstract

This article analyses the general approach, design, and specific measures of the National Youth Guarantee System (SNGJ) in Spain. The objective of this study is to determine to what extent the Spanish youth guarantee adheres to the principles of tailoring (flexibility and customised implementation of measures) and targeting (focusing on the groups with greater difficulties in labour market integration) that emanate from the European recommendations. This article utilises a qualitative approach, based on a methodological design that combines document analysis and semidirected interviews with experts and other persons responsible for SNGJ's implementation. This analysis leads us to conclude that there are reasonable doubts regarding the degree to which both the SNGJ design and its specific measures meet the aforementioned principles of tailoring and targeting. Thus, our study identifies the existing obstacles that stand in the way of ensuring that the resources devoted to the youth guarantee have their desired effects.
