Abstract
RESUMO Este artigo é um relato do processo intelectual que levou, no início dos anos 80, à definição de uma nova teoria econômica - a teoria da inflação inercial - e à proposta de políticas heterodoxas para lidar com esse tipo de inflação alta e crônica, que, em termos de intensidade, permanece entre inflação moderada ou usual e hiperinflação. A teoria diz que esse tipo de inflação é a consequência de ajustes de preços escalonados. Os agentes econômicos estão envolvidos em um processo interminável de equilibrar e desequilibrar os preços relativos, acompanhando a inflação em curso, indexando formal ou informalmente seus preços. Para combater esse tipo de inflação, políticas fiscais e monetárias ortodoxas ou convencionais são insuficientes. Além disso, é necessário adotar um mecanismo heterodoxo que neutralize a inércia, possibilitando parar a inflação. Faz parte de um livro em preparação, onde o autor relata sua experiência como ministro das Finanças do Brasil em 1987.ABSTRACT This paper is an account of the intellectual process that led, in the early 1980s, to the definition of a new economic theory - the theory inertial inflation - and to the proposal of heterodox policies to deal with this type of high and chronic inflation, that, in intensity terms, stays between moderate or usual inflation and hyperinflation. The theory says that this type of inflation is the consequence of phased or staggered price adjustments. Economic agents are involved in an endless process of balancing and unbalancing relative prices, as they keep up with the going inflation, formally or informally indexing their prices. To fight this type of inflation orthodox or conventional fiscal and monetary policies are insufficient. In addition, it is necessary to adopt a heterodox mechanism that neutralizes inertia, making possible to stop inflation. It is part of a book in preparation where the author reports his experience as finance minister of Brazil in 1987.
