Abstract

Drawing on the Mazmanian-Sabatier comprehensive model of policy implementation, this study conducted a systematic analysis of the pilot implementation of the disease control supervisor system in medical institutions in Shenzhen. By assessing three dimensions: the manageability of policy issues, policy regulatory capacity, and the external environment, the study revealed that this system has significantly enhanced the effectiveness of medical institutions in public health prevention and control, and refined the response mechanisms for public health emergencies. However, challenges such as ambiguous job boundaries, inadequate professional staffing, and the need for improved cross-sectoral collaboration efficiency still hinder policy effectiveness. In light of this, the study proposes several measures to further advance the integration of medical and preventive healthcare and provide a practical model for the modernization of national public health governance. These include clarifying the list of rights and responsibilities, establishing a tiered training system, deepening multi-sectoral collaborative governance, and reinforcing the support of information platforms.
