Abstract
The research focuses on the development and scientific substantiation of a strategic vision for Quality 5.0 in the provision of public services by local self-government authorities through sustainable innovations in Kyrgyzstan. The research is based on statistics from the top 20 countries, including Kyrgyzstan, with the highest levels of automation in public services provided by local self-governments in 2024. The authors conducted a comprehensive assessment of Quality 5.0 in public services delivered by local self-government bodies in Kyrgyzstan in 2024, identifying the strengths and weaknesses of these services. Utilizing regression analysis, the authors created a model to evaluate the impact of automation on the quality parameters of public services provided by local self-governments. The theoretical significance of this model lies in its pioneering quantitative measurement of the returns from sustainable innovations for the Quality 5.0 of the services examined. Practically, the research offers forecasted scenarios for changes in Quality 5.0 in the provision of public services by local self-government authorities in Kyrgyzstan, contingent on the level of sustainable innovation implementation during the Decade of Action (up to 2030). These scenarios reveal alternatives for managing Quality 5.0 of public services, along with the associated risks and growth potential. The managerial significance is reflected in the identified prospects for enhancing Quality 5.0 in the delivery of public services by local self-government bodies in Kyrgyzstan under an optimistic scenario, which is accompanied by benchmark statistical indicators and the author’s recommendations for their improvement in Kyrgyzstan during the Decade of Action (up to 2030).
