Abstract
To improve the quality of settlements, the central government has run a program called KOTAKU (City Without Slums) since 2016 with a community empowerment approach and as a collaborative platform. Through provision Mayor of Padang No. 501 year of 2019 shows that there are still 11.30 Ha of slums in the Balai Gadang sub-district and are a priority for handling the KOTAKU program in 2021, therefore it is important to identify actors and their roles. This research uses a qualitative approach with a descriptive type. The selection of informants used purposive sampling, data collection was carried out by means of interviews and documentation.
