This proposed project aims to design a Model of Public Policy for R&D &I to lead, coordinate and direct the Regional Innovation System (RIS) in support of the SMI sector. The case study of the Bolivar State, Venezuela, is analyzed. The project represents a no- experimental research of projective type and is divided into two parts. In the first one, the current state of the SRI and its relationship with the SMIs is diagnosed, evaluated and described. In the second part, a model of public policy for R&D&I is designed and proposed in order to strengthen the capacity for innovation in SMIs. © Universidad Alberto Hurtado, Facultad de Economía y Negocios.
