Abstract

Latin America has left behind the chronic political and economic instability that characterised it for decades. However, the region has been wracked in terms of safety especially in Central America and the Caribbean. New threats to safety have emerged which were not considered by traditional views on this matter. They have a multi-causal origin configuring a situation that affects States internally. This has caused mistrust in the population towards the police, the judiciary and political institutions. This new scenario is one of the biggest challenges for governments in the region which must look for solutions to this scourge.
