Abstract

Investment appraisal for transport infrastructure in the Netherlands is examined with reference to the organisation structure, the allocation of budgets, and the project appraisal techniques used for road, rail, inland waterways and cycling. The system is compared with that in Britain and is found to have many similarities in the political and administrative processes and transport infrastructure project appraisal techniques. Differing philosophical attitudes to planning, however, generate some crucial differences both in procedure and technique. © 1992 Taylor & Francis Group, LLC.
