Abstract

Promoting peace and security has been currently adopted as a fundamental pillar for development and poverty reduction. From the surging of a larger concept of "human security" during last decade a new mood has resulted. On behalf of Northern countries, such a change of mind certainly is connected to new concerns, as a response to new threats. But from a partner states' point of view, it also is consistent with new demands. Eventually, in order to avoid a confusion in goals, Security Systems Reform (SSR) programmes would have to be managed under a civilian framework. as a response to new threats.
