Abstract

In Russia, a fairly high level of dilapidated and dilapidated housing, this problem is closely linkedto housing and communal services for housing funds, with inaction of municipal authorities for emergency anddilapidated housing, with the absence of certain by-laws in the field of overhaul, is high. Clearing blocks of dilapidated housing, resettlement of citizens, creation of favorable conditions for investors in order to effectively integrated development of built-up areas are urgent tasks facing the government of Russian cities. In this article, these problems are disclosed in the example of the national program. According to the results of this study revealed that government should use an individual approach to the development of builtup areas, which should be based on a deep town-planning analysis and integrated approach to their development with comprehensive discussion platforms of both architects, urbanists, developers, and with economist, sociologists and marketers.
