The article examines the implications of scientific and technological progress, especially genetics and information and communication technology, on constitutional law. It suggests that a new approach to constitutional law is needed to address these implications. The author asserts that scientific and technological advances challenge the validity of principles that have governed society for centuries and calls into question the concept of the state as the basis of constitutionalism. He finds that traditional notions of person, dignity, and life are insufficient in a world of rapid scientific and technological change.
